The Management Program is a series of three-hour practical educational sessions. Each session will be held in-person in small class sizes to provide opportunities to learn, discuss and question key aspects of managing a New Jersey municipality. Starting on May 20, the fourth series will cover a broad range of issues regarding Financial Management. Included will be Developing a Budget, Reporting: State Documents, Understanding the Annual Financial Statement, Capitol Planning and Infrastructure Improvements.

Capital planning is critical to any community. This session will focus on one year of improvements, but mostly on reviewing Capital debt and the various forms of debt. Managing debt, which in many communities makes up a significant line item in a budget, is critical. Discussion of review of debt, management and tying this review into plans for the future will be reviewed. Additionally, this session will discuss long-term capital improvements and planning. The State of New Jersey requires to demonstrate a 6-year capital plan as a part of the annual budget. Review and methods for financing, integration with grants, budgeting, project management, and setting expectations.

The key components of this underrated document will be covered. Discussion of how this document is used for the creation of the Annual Budget. Further, we will discuss how to use this document, in conjunction with the Annual Audit, to monitor financial health and plan for the future.

This session will explore recent cases and court rulings regarding ethics in government. Through this exploration, we will look at the current “needs” for ethics oversight for government.

IT Budgeting: Where Dreams Meet Reality (And Usually Fail)" explores the challenges of budgeting for technology in the public sector. Designed for New Jersey municipal and state-level officials, this session will address the real-world struggles of allocating resources for IT while providing actionable strategies to optimize technology spending.
